Chris : Neither Stiff nor Factory. The first Fall album "Live at the Witch Trials" was released on Step Forward records (who also released material by Sham 69 and Chelsea, the latter featuring Billy Idol).

The Fall were fairly typical of the do it yourself ethos that was rooted in punk in the late 70's but unlike many DIYers of the time they were far from being imitators.

Its very hard to draw comparisons with The Fall the music is jarring and meandering, sometimes dischordant, sometimes (occasionally, brilliantly) harmonious and set to lyrics that are wholly unique. You just have to listen to the music and "Live at the Witch Trials" is as good a starting place as any. You can draw your own comparisons (Velvet Underground doesn't count) and even more interestingly consider the bands around today that have been influenced by The Fall.
